Zelenskyy appoints former NSDC Secretary Lytvynenko as Ambassador to Serbia

President Volodymyr Zelenskyy has appointed former Secretary of the National Security and Defense Council (NSDC) Oleksandr Lytvynenko as Ambassador to Serbia. This is stated in Decree No. 866 of November 27, the Ukrainian News agency reports.

"To appoint Oleksandr Valeriiovych Lytvynenko as Ambassador Extraordinary and Plenipotentiary of Ukraine to the Republic of Serbia," the decree says.

By Decree No. 865 of November 27, Zelenskyy dismissed Volodymyr Tolkach from the post of Ambassador to Serbia, he had held this position since December 2021.

Lytvynenko, 53, was the Secretary of the National Security and Defense Council in March 2024-July 2025, before that he was the head of the Foreign Intelligence Service from July 2021, the director of the National Institute for Strategic Studies in August 2019-July 2021, and the deputy secretary of the National Security and Defense Council in April 2014-August 2019.

As the Ukrainian News agency earlier reported, in July 2025, Zelenskyy appointed former Defense Minister Rustem Umerov as the Secretary of the National Security and Defense Council instead of Lytvynenko.

In March 2024, Zelenskyy dismissed Oleksii Danilov from the post of the NSDC Secretary and appointed Oleksandr Lytvynenko, the head of the Foreign Intelligence Service, to replace him.
