State Reconstruction Agency installs first modular underground shelter in Kyiv Region, project to be expanded to frontline territories

The first modular underground shelter built by the State Reconstruction Agency has been installed in Borodianka, Kyiv Region. The Ministry of Community and Territorial Development announced this, Ukrainian News Agency reports.

It is noted that this is a fast and modern solution that allows communities to be quickly provided with protective structures.

"Modular shelters are being tested by the military, which confirms their reliability in real conditions. The project will first be expanded to frontline territories, where the threat of shelling is higher and the arrival time of russian missiles is short," the report says.

Vice Prime Minister for Reconstruction - Minister of Community and Territorial Development Oleksii Kuleba noted that modular shelters are installed quickly and immediately perform their function, especially in communities located near the front line or the border with the enemy, quick, affordable and effective security solutions are needed, because the threat is daily and unpredictable.

According to the report, the shelter is located in the center of Borodianka in the area of ​​​​the greatest community activity, it is designed for 48 people and meets the principles of inclusiveness: the structure is equipped with a ramp, a lift and an automated access system that opens during an air alert.

The installation of the shelter lasted less than a month: preparatory work started on August 21, 2025, and on September 10, the facility was fully ready. The cost of the construction is UAH 5.5 million. The shelter is installed underground, has a main and emergency exits and is equipped with heating, ventilation, water supply, sewage and fire alarm systems.

The structure includes several vestibules, two rooms for people and a bathroom. An autonomous power supply system based on iron phosphate batteries and a generator is provided. Internal equipment includes decoration, seating, ventilation and sealing materials. The shelter provides protection from debris, shock waves, chemical damage and radioactive dust.

It is planned to install 5 more such structures in Borodianka, in other parts of the village.

The ministry notes that the construction of a stationary shelter for 100 people costs approximately EUR 1.3 million (this is the calculation of a typical UNICEF project) and lasts up to two years, a modular shelter designed for the same number of people costs about EUR 220,000 and is assembled in about two weeks.

The Ministry of Development emphasizes that such structures cannot completely replace stationary shelters, which provide a significantly higher level of security and comfort for long-term stays of people, but underground modular shelters are the optimal solution for temporary protection.

According to the report, there are 240 front-line communities in Ukraine, and according to preliminary estimates, each of them may need up to 20 such shelters. To speed up procurement and minimize risks for customers, it is planned to include modular shelters in the Prozorro Market e-catalogue. The centralized procurement organization under the State Agency for Reconstruction is ready to administer the relevant category of goods.

A Ukrainian-made shelter has been installed in Borodianka. In parallel, two more manufacturers are completing the development and testing of their own modular underground shelters.

As Ukrainian News Agency earlier reported, the police have brought a woman to administrative responsibility for blocking access to the shelter in the Podilskyi district of Kyiv during shelling.

Kyiv plans to install 500 mobile shelters.
