The Commission on establishing the fact of deprivation of personal freedom as a result of armed aggression against Ukraine under the Ministry of Development of Communities and Territories in 2025 confirmed the fact of deprivation of freedom of 3,635 people. The Ministry of Development of Communities and Territories announced this, Ukrainian News Agency reports.
"A meeting of the Commission on establishing the fact of deprivation of personal freedom as a result of armed aggression against Ukraine was held at the Ministry of Development of Communities and Territories of Ukraine. Based on the results of consideration of applications, the fact of captivity was confirmed for 265 people. In 2025, the Commission has already adopted 3,635 decisions on confirming the fact of deprivation of personal freedom as a result of armed aggression against Ukraine," the report says.
It is noted that people who have returned from captivity are entitled to a one-time state aid of UAH 100,000 after release and to annual aid in the same amount for each year of captivity.
"To date, almost 12,000 payments have been made for a total amount of over UAH 1.1 billion, of which: UAH 359 million - one-time aid after release, UAH 818.7 million - annual aid," said Deputy Minister of Community and Territorial Development and Chairman of the Commission Oleksii Riabykin.
The right to receive annual aid also extends to family members.
In addition to financial support, those released from captivity as part of the exchange receive basic necessities: food, hygiene products, seasonal clothing and footwear. Additionally, sports bags or backpacks, smartphones with SIM cards, stationery and a state flag are provided. Since the beginning of 2025, 3,482 people have received such aid.
The authority to establish the fact of deprivation of personal liberty as a result of armed aggression against Ukraine was transferred to the Ministry of Development of Communities and Territories in early 2025; previously, such a commission operated under the Ministry for Reintegration of Temporarily Occupied Territories, which was liquidated.
The commission was established to implement the Law "On Social and Legal Protection of Persons in Respect of Whom the Fact of Deprivation of Personal Liberty as a Result of Armed Aggression against Ukraine Has Been Established, and Their Family Members." This law applies to military personnel and civilians.
As Ukrainian News Agency earlier reported, on October 2, Ukraine returned 185 defenders from russian captivity and 20 civilians.
In October, the Verkhovna Rada supported the bill No. 13627, which provides for a monthly payment of UAH 50,000 to military personnel who have returned from captivity and require long-term inpatient treatment.
