The IMF mission has started working in Kyiv to hold official negotiations on a new cooperation program with Ukraine. Among the key requirements is the elimination of tax evasion schemes. Roksolana Pidlasa, the Chairperson of the Verkhovna Rada Committee on Budget, has reported this.
"We discussed the details of the Budget 2026 with the head of the mission, Gavin Gray, and his colleagues. The total amount of the program offered by the IMF to Ukraine is about USD 8 billion for 4 years. This is less than we expected and than we need, but the IMF program is the key to obtaining financing from other partners, including a reparations loan," Pidlasa wrote.
The IMF board's decision to launch the program is expected in January, and the first disbursement is planned at the same time. Prior action is traditionally the adoption of the budget for 2026 within the deficit agreed with the IMF.
"As for the structural beacons, the IMF is most interested in increasing state budget revenues, in particular by closing tax evasion schemes," the Committee Chairperson emphasized.
Investigation of cases under Article 212 of the Criminal Code of Ukraine - tax evasion - falls under the jurisdiction of the Bureau of Economic Security, which on August 6 received a new head - Oleksandr Tsyvinskyi, elected by a commission with the participation of international experts.
Tsyvinskyi, a former NABU employee, has repeatedly stated that reimbursement of funds to the state budget is an incorrect criterion for assessing the effectiveness of the BES, and assured that the economic effect of the renewed Bureau will be manifested through an overall increase in tax revenues.
However, the BES management has not yet publicly presented a plan to update the Bureau of Economic Security, change its approaches to work, and evaluate its performance. Statistics on the increase in state budget revenues as a result of the BES's activities have also not been made public.
