Gambling business has increased tax payments by 0.2% to UAH 14.6 billion over 10 months.
Danylo Hetmantsev, a member of the Verkhovna Rada and the chairman of the parliamentary committee on finance, tax and customs policy, announced this on Facebook, the Ukrainian News agency reports.
"In 10 months of 2025, the gambling business paid UAH 14.6 billion in taxes to the budget. This is only UAH 0.34 billion (+0.2%) more than in the same period last year. But is this a real withdrawal of the industry from the shadows? Unfortunately, no," he wrote.
According to the MP, the payment of personal income tax on winnings has decreased (-UAH 0.16 billion by 2024) and gambling income tax (-UAH 0.12 billion compared to last year), while the amount of revenue in the industry is growing.
In October 2025, almost UAH 5.2 billion of revenue was recorded, which is 8.4% more than in December 2024 and the highest figure for the entire period of fiscalization.
Hetmantsev emphasized that the issue of large-scale tax evasion schemes in the industry remains open.
The budget annually loses about UAH 20 billion due to
- understatement of paid winnings;
- manipulation of income in income tax returns;
- substitution of the concepts of "winnings" and "returns"
He called on the Tax Service and the BES to clean up the gambling market and provide additional budget revenues by de-shadowing the industry, and on taxpayers to be more conscious of compliance with the law and full payment of taxes.
As the Ukrainian News agency earlier reported, in January-June 2025, the gambling business paid UAH 9.6 billion in taxes, which is 14.7% more than in the same period last year.
