The forced delivery of persons liable for military service by the police is a legal but necessary step during the war. Roman Istomin, a spokesman for the Poltava regional territorial recruitment and social support center, announced this to Glavcom in an interview.

Istomin noted that in Ukraine, the state has to use coercion to military service because people do not want to fulfill their duty. According to him, if a citizen refuses to perform compulsory service, the police carry out his or her forced delivery.

"I know that I will again receive a portion of negativity for these words, but I will say it like it is: the forced delivery of conscripts is legal. This is an abnormal phenomenon for a peaceful country, but a necessary step in wartime," Istomin emphasized.

The spokesman said that service under mobilization was supposed to be compulsory, but turned into forced service. Forced delivery does not mean mobilization immediately. It happens that a person is brought to a territorial recruitment and social support center, sent to the military medical commission (MMC), and he or she is entitled to a deferment, but has not issued documents.

"And then scandalous stories appear - 'taken from the street', 'drafted with a deferral', etc.," Istomin emphasized.

As the Ukrainian News agency earlier reported, on November 11, Olha Reshetylova, the Commissioner for the Protection of Servicemen, said that employees of territorial recruitment and social support centers often do not have days off and vacations for six months, among them there have already been cases of suicide, and the staffing of the territorial recruitment and social support centers is below 40%.

On August 6, Reshetylova said that employees of territorial recruitment and social support centers should be taken off the streets, as they are not trained to communicate with people liable for military service.
