Midas Tapes: NABU publishes recordings of high-ranking energy officials discussing kickbacks and personnel changes

The National Anti-Corruption Bureau (NABU) and the Specialized Anti-Corruption Prosecutor's Office (SAPO) have published some of the audio recordings as part of the investigation into a large-scale corruption scheme in the energy sector, codenamed "Midas".

According to the bureau, the investigation lasted 15 months. Over 70 searches were conducted as part of the case with the participation of all NABU detectives. Investigators collected more than a thousand hours of audio recordings.

The investigation concerns the activities of high-ranking energy and defense officials suspected of creating a criminal organization, money laundering and illicit enrichment.

What was recorded on the "Midas Tapes"

The recordings feature people with the call signs "Rocket", "Tenor" and "Carlson". They discuss the construction of energy facilities, the distribution of "kickbacks" and possible personnel changes in the Ministry of Energy and Energoatom.

"They plan to continue building protective structures, the numbers are crazy," says "Tenor" on July 9, 2025.

His interlocutor "Rocket" adds about the increase in kickback amounts due to a possible change in leadership in the Ministry of Energy and Energoatom.

"Tell the suppliers that everyone already understands that something is about to happen. Because we are getting more and more," he says.

NABU and SAPO have not yet named the names of the defendants, but they specify that they are talking about high-level officials.

According to NABU and SAPO, the main area of ​​​​the suspects' activities was the systematic receipt of illegal benefits from Energoatom's counterparties in the amount of 10% to 15% of the value of contracts.

Recall that searches were conducted at the residence of businessman and co-owner of the Kvartal 95 studio, associate of President Volodymyr Zelenskyy Tymur Mindich, former Minister of Energy, Minister of Justice Herman Halushchenko, and at Energoatom.
