EU and Belgium have not yet agreed on use of russian assets for Ukraine - media

The European Commission and Belgium have not yet reached a breakthrough in negotiations on a "reparations loan" for Ukraine.

On Friday, November 7, a technical meeting was held between EU representatives and the Belgian government to discuss a proposal to use frozen russian assets to finance Ukraine's recovery over the next two years.

According to sources close to the discussion, the Belgian side is concerned about the lack of alternative proposals from the European Commission and the potential risks, including legal liability and possible claims from russia.

The EU wants to use about EUR 140 billion of frozen russian assets stored in the Belgian depository Euroclear.

Belgium insists on a collective and transparent consideration of all possible options before a final decision, which is expected in December at the European Council summit. The negotiators recognize that time is running out, but hope to reach an agreement before the meeting of EU leaders in Brussels, the newspaper writes.

In September 2025, it became known that the EU leadership was developing a plan to use frozen russian assets in the format of a "reparations loan" to Ukraine.

The Financial Times reported that Belgian Prime Minister Bart De Wever demanded that all EU countries share the legal and financial risks associated with the "reparations loan" and guarantee the full amount so that Belgium does not have to return it in case of problems.
