Finance Ministry sells UAH 64.7 billion worth of domestic government bonds in October

In October, the Ministry of Finance attracted UAH 64.7 billion in equivalent to the state budget through the placement of domestic government loan bonds (OVDPs).

This is evidenced by the data of the Ministry of Finance, the Ukrainian News agency reports.

In particular, the following was attracted:

- UAH 49.9 billion — hryvnia bonds with a weighted average yield of 16.5% per annum;

- USD 355 million— foreign currency bonds with a yield of 4.06% per annum.

As of October 31, 2025, government bonds worth over UAH 1.89 trillion were in circulation. Owners:

  • commercial banks — 48.3%;
  • NBU — 35.2%;
  • legal entities — 8.8%;
  • individuals — 5.6%;
  • non-residents — 0.8%;
  • insurance companies — 1.1%;
  • communities — 0.01%.

Over the year, investments by legal entities and individuals in government bonds increased by 27.5%.

Ukrainians own bonds worth UAH 106 billion, legal entities - UAH 166.7 billion.

The Ministry of Finance also held the fourth switch auction:

- 21 applications were submitted for UAH 17 billion, UAH 15.5 billion were satisfied;

- investors exchanged bonds maturing on November 5, 2025 for new ones - by July 25, 2029;

- yield - 14.89% per annum (coupon UAH 74.45 every six months).

Since the beginning of 2025, the Ministry of Finance has placed government bonds worth UAH 473.1 billion, and since the beginning of the full-scale invasion - over UAH 1.89 trillion.

As the Ukrainian News agency earlier reported, government bonds are the second largest source of financing for the state budget after international aid.

Anyone can buy war bonds - in the Diia application, banks or through brokers.

The nominal value of one bond is UAH 1,000 / USD 1,000 / EUR 1,000.
