Oschadbank reported that in order to ensure the stable operation of the Gulliver shopping center, the owners decided to temporarily close the complex from 10 p.m. on October 30, 2025.
This is stated in the message of the bank, the Ukrainian News agency reports.
"To ensure the stable operation of the Gulliver shopping center, the owners have decided to temporarily close the complex from 10 p.m. on October 30, 2025. The purpose of this step is to ensure the safety of visitors and representatives of the complex's tenants, as well as to avoid accidents and man-made threats that may be caused by the former owner of the facility. The date and time of the resumption of the complex's operation in case of its closure will be announced additionally - this will happen immediately after the situation stabilizes," Oschadbank said.
The bank recalled that on July 26 this year, a decision was made to register the state ownership of the Gulliver shopping and office complex (SOC), which served as collateral for the fulfillment of loan obligations, with a consortium of Oschadbank (80% - ice) and Ukreximbank (20%).
The foreclosure procedure was initiated by two state-owned banks due to the failure of TRY O LLC, the debtor, which was the owner of the complex, to fulfill its obligations under the loan agreement.
At the same time, since the banks acquired ownership, representatives of the former owner (TRY O LLC) have been sabotaging the transfer of effective management of the complex to the banks by all means.
In particular, access to the premises of the complex, which contain engineering communications, is blocked, the transfer of the main systems of its functioning is blocked, technical documentation is not transferred, access of bank specialists to critical premises containing equipment that ensures the functioning of the complex's systems on a regular basis, in particular, dispatching and automation systems, outdoor advertising media systems, security systems, media facade, background sound system, access control system, control systems for the elevators, etc. is blocked.
In addition, during the period of restrictions on the use of electricity, TRY O LLC overloads the energy-intensive systems of the complex to the maximum extent possible, which leads to power outages, despite the fact that Oschadbank has entered into an agreement to receive imported electricity. During the off- and on-peak periods, the complex's equipment wears out rapidly. During emergencies, the bank's specialists are not allowed to investigate and eliminate the causes.
Thus, the former owner has been committing harmful actions for a long time, which pose significant risks to the safe operation of the complex, pose threats to visitors and tenants' representatives, destroy business processes, and cause losses to state-owned banks.
The consortium of banks has taken all necessary legal steps to respond to the above-mentioned illegal actions: law enforcement agencies, military administration, etc. have been notified.
The banks will legally demand compensation for damages and criminal prosecution of all those involved - both organizers and perpetrators.
As the Ukrainian News agency earlier reported, the State Savings Bank and the State Export-Import Bank took ownership of the Gulliver shopping and entertainment center in Kyiv due to its owner's debts.
The current lease agreements have expired, so the Consortium of state-owned Oschadbank and Ukreximbank offers tenants to immediately contact the management team to conclude the relevant agreements.
