A number of MPs propose that the Verkhovna Rada adopt a law on the drop register.
This was announced by MP Yaroslav Zhelezniak (Holos) in the Telegram, Ukrainian News Agency reports.
"Unfortunately, up to UAH 200 billion are currently passing through the drop system, and the losses for the budget amount to tens of billions. But most importantly, it has become the main "financial artery" through which illegal alcohol, gambling, and tobacco are paid. Moreover, "drops" are increasingly being used by outright criminals: from call centers to drug trafficking," he wrote.
The bill provides for:
- creation by the NBU of a register of persons whose transactions are subject to enhanced control;
- banks and other payment service providers will enter detected drops and enterprises that used miscoding into this register;
- the NBU limits on payment transactions and restrictions on the number of cards (for individuals only) will be applied to such persons;
- banks and other payment service providers will be required to regularly check the presence of their clients in such a register.
"Despite the myths, we specifically chose a very conservative version for the first reading. No one will immediately close any accounts. On the contrary, they will help a person obtain information that their card is being used by criminals. And for everyone else, this is an opportunity to move away from general restrictions on the same p2p, to a more targeted approach of banks specifically for clients who are at such risk," the MP emphasized.
As Ukrainian News Agency earlier reported, new restrictions on card money transfers came into force in Ukraine on June 1, 2025.
For medium and low-risk clients, the monthly limit has been reduced from UAH 150,000 to UAH 100,000 per month.
High-risk clients will be able to transfer up to UAH 50,000 per month, the limit remains unchanged.
