State budget expenditures for 9M exceed last year's figures by 20% - Finance Ministry

For January-September 2025, the total amount of cash expenditures of the general fund of the state budget is UAH 2.82 trillion.

This is reported by the Ministry of Finance.

This is UAH 473.5 billion (20.2%) more than for the same period last year.

Including, UAH 312.6 billion was spent in September.

Expenditures of the general fund of the state budget on security and defense for January-September 2025 amounted to UAH 1.78 trillion, or 63.3% of all expenditures of the general fund.

In September, according to the monthly reporting of the State Treasury Service of Ukraine, UAH 210.8 billion was spent.

In the structure of expenditures by economic classification, the largest amount was directed to labor remuneration with accruals - UAH 1.13 trillion (including UAH 135.2 billion in September) or 40.1% of the total expenditures spent in January-September 2025 (increased by UAH 200.8 billion, or 21.6%) compared to the same period last year;

UAH 474.9 billion (in September - UAH 55.1 billion) or 16.9% of the total expenditures were directed to social security (payment of pensions, benefits, scholarships), which is UAH 63.1 billion or 15.3% more compared to the same period last year.

The funds were directed, in particular, to the transfer to the Pension Fund to financially support the payment of pensions, allowances and increases to pensions, to social protection of children and families, to protect citizens who have found themselves in difficult life circumstances, to support low-income families.

As well as to pay housing subsidies and benefits to citizens for payment of housing and communal services, purchase of solid and liquid household fuel and liquefied gas.

Another UAH 397.3 billion - for payment for the use of goods and services (in September – UAH 53.6 billion) or 14.1% of the total expenditure. The funds were directed, in particular, to support the Armed Forces of Ukraine and other military formations and law enforcement agencies.

This includes the purchase of military equipment, weapons, ammunition, defense products, personal protective equipment (helmets, bulletproof vests and other special equipment), fuels and lubricants, food, payment for utilities;

As well as for transfers by the National Health Service of Ukraine for the implementation of the program of state guarantees of medical care for the population;

Another UAH 347.1 billion went to subsidies and current transfers to enterprises (institutions, organizations) (in September – UAH 33.6 billion) or 12.3% of the total expenditure.

The funds were allocated, in particular, to the purchase of goods to meet the needs of the Armed Forces of Ukraine and to ensure the functioning of the Entrepreneurship Development Fund.

UAH 246.3 billion (in September – UAH 13 billion) or 8.7% of the total amount was allocated to servicing the state debt (against the same period last year, they increased by UAH 28.8 billion, or 13.2%).

In addition, UAH 139.3 billion was spent on transfers to local budgets (in September - UAH 16 billion) or 4.9% of the total (compared to the same period last year, they increased by UAH 8.6 billion, or 6.6%).
