The Ministry of Community and Territorial Development denied that the Cabinet of Ministers postponed the start of the heating season in Ukraine. This is stated in the message of the Ministry of Regional Development on the Telegram channel, Ukrainian News Agency reports.
"The heating season in Ukraine is starting as planned. Please note that the recommended start for heating is when the average daily temperature is below +8°C for three consecutive days. The decision on the start of the heating season is made by local governments, based on the outdoor air temperature indicators," the message says.
The Ministry of Regional Development noted that by decision of local governments in 15 regions and in the city of Kyiv, heating of certain social facilities (kindergartens, schools, hospitals, etc.) has already begun.
"Therefore, the information that the Government has determined the date of the heating period in Ukraine from November 1, 2025 to March 31, 2026 is not true," the ministry emphasizes.
The Ministry of Regional Development explains that the resolution of the Cabinet of Ministers No. 1267 of October 8, which, in particular, indicates the heating period from November 1, 2025 to March 31, 2026, does not determine the dates of the beginning and end of the heating season for thermal energy producers or consumers, it is solely about extending the terms of supply of natural gas and fixed prices for natural gas for thermal energy producers for the needs of the population and budgetary institutions.
It is noted that this resolution guarantees uninterrupted gas supply at unchanged prices to thermal energy producers throughout the heating season, in particular for the production of thermal energy:
for the needs of the population - UAH 7,420 with VAT per 1,000 cubic meters;
for the needs of budgetary institutions - UAH 16,390 including VAT per 1,000 cubic meters.
The Ministry also notes that the Cabinet of Ministers resolution No. 812 of July 19, 2022 allowed the conclusion of natural gas supply contracts for October 2025 throughout the summer, and some heat producers have concluded such contracts and have already started the heating season.
At the same time, the Ministry of Regional Development emphasizes that the fourth winter is approaching in conditions of a full-scale war, the aggressor country of russia continues to target critical infrastructure facilities in order to disrupt the heating season, therefore the Ministry calls on communities to be economical with resources and not to connect heating ahead of time.
As Ukrainian News Agency earlier reported, on October 8, Prime Minister Yulia Svyrydenko announced that the fixed price for natural gas for the population and budgetary institutions remains unchanged until March 31, 2026.
Kyiv Mayor Vitali Klitschko announced that Kyiv will start the heating season for social institutions on October 3. Regarding the start of the heating season in residential buildings, Klitschko noted that for this it is necessary to weigh all factors: rational use of energy carriers, the inexpediency of unnecessary heat costs by residents, as well as the situation in the energy system; not only current but also forecast temperature indicators should be taken into account in order to save both the city residents' money and energy resources.
