Paperwork for staying in Ukraine simplified for foreigners defending Ukraine - Ministry of Internal Affairs

The Cabinet of Ministers has simplified the procedure for issuing documents for staying in Ukraine for foreigners and stateless persons who are fighting in the Ukrainian Defense Forces or providing assistance to the Ukrainian military, as well as for their family members. The Ministry of Internal Affairs has announced this, the Ukrainian News agency reports.

The amendments will come into force on January 16, 2026, simultaneously with the entry into force of amendments to the laws of Ukraine to ensure the exercise of the right to acquire and retain Ukrainian citizenship (law on multiple citizenship).

The document provides for:

the right to obtain a temporary residence permit for foreigners and stateless persons who have assisted the units of the Defense Forces in the combat zones for at least six months;

the possibility of extending the period of stay in Ukraine even after the expiration of passport documents;

the abolition of the requirement to submit medical certificates and certificates of no criminal record for certain categories of persons;

a clear procedure for appealing decisions to refuse immigration;

simplification of obtaining an immigration permit for family members of foreigners who died while serving in the Armed Forces, the National Guard, or the State Special Transport Service.

As the Ukrainian News agency earlier reported, the law on multiple citizenship, initiated by President Volodymyr Zelenskyy and adopted by the Verkhovna Rada on June 18, comes into force on January 16, 2026

The law, in particular, provides for the expansion of the possibility of acquiring Ukrainian citizenship for certain categories of foreigners and stateless persons who are serving under contract in the Armed Forces, the National Guard and other military structures.
