The Cabinet of Ministers proposes that the Verkhovna Rada allocate an additional UAH 324.7 billion for defense. Prime Minister Yuliia Svyrydenko announced this on her Telegram channel, the Ukrainian News agency reports.
"By the end of the year, we will allocate an additional UAH 324.7 billion for defense - today the Government has adopted amendments to the State Budget-2025," she said.
Svyridenko noted that the Ministry of Defense will receive over UAH 301 billion of this amount, in particular:
UAH 202 billion - for the salaries of servicemen;
UAH 100 billion - for the procurement of weapons, primarily UAVs of all types - including FPVs on fiber optics, interceptor drones, and deep-strike drones;
UAH 8 billion - for other military expenditures (military transportation, fuel, operating costs).
"The decision is dictated by the dynamics of the front and the constantly changing conditions of hostilities. Russia is not going to stop, changes its tactics at the front and only intensifies attacks on our energy infrastructure in the rear. We have to be flexible and quickly adapt our spending to give the army all the necessary means and resources to counter the enemy," Svyrydenko said.
The main source of funding for the increased spending is EUR 6 billion (UAH 294.3 billion ) from the European Union under the G7 Extraordinary Revenue Acceleration for Ukraine (ERA) initiative. Also, according to her, almost UAH 30 billion will be due to additional budget revenues, savings on debt payments and reduction of non-priority expenditures.
"Thus, the frozen Russian assets will help finance the procurement of drones. For this, we are grateful to our partners from the EU and the G7 countries," the Prime Minister said.
Svyridenko expressed hope that the Verkhovna Rada will promptly adopt the amendments to the budget.
As the Ukrainian News earlier reported, the head of the parliamentary budget committee Roksolana Pidlasa (Servant of the People faction) said that state budget expenditures for defense in 2025 should be increased by UAH 300 billion.
On July 31, the Rada already increased defense spending by UAH 412 billion.
The draft state budget for 2026 envisages an increase in spending on security and defense to UAH 2.8 trillion, or 27.2% of GDP, which is UAH 168.6 billion more than in 2025.
