Finance Ministry ups sales of government bonds by 20% to UAH 53 billion in September

The Ministry of Finance increased sales of government bonds by 20% to UAH 52.5 billion in September compared to August (UAH 43.6 billion).

This is evidenced by data from the Ministry of Finance, Ukrainian News Agency reports.

In September 2025, the Ministry of Finance attracted UAH 52.5 billion to the budget in the equivalent of:

- UAH 33.9 billion - hryvnia securities (16.97% per annum)

- USD 357 million - foreign currency government bonds (4.09% per annum)

- EUR 81 million - Eurobonds (3.19% per annum)

As of October 1, more than UAH 1.88 trillion of government bonds were in circulation.

The largest owners:

- commercial banks - 47.5%

- NBU - 35.7%

Shares of other investors:

- legal entities - 9.2%

- individuals - 5.5%

- non-residents - 1%

- insurance companies - 1%

- territorial communities - 0.02%

Over the year, investments by legal entities and individuals in state bonds increased by 23% (as of October 1, 2025 to October 1, 2024).

Citizens own state bonds worth over UAH 102.5 billion, legal entities - over UAH 172.5 billion.

Since the beginning of 2025, the Ministry of Finance has issued state bonds worth UAH 408.5 billion, and from a full-scale invasion - over UAH 1.88 trillion in equivalent.

As Ukrainian News Agency earlier reported, the Ministry of Finance holds auctions every Tuesday.

The face value of one bond is UAH 1,000, USD 1,000 or EUR 1,000.

Earlier, the Ministry of Finance reported that military bonds are primarily a tool to support the state budget during a full-scale invasion by the russian federation, and not a tool to maximize income from investment activities, so rates on military government bonds remain fixed.
