The National Bank has decided to recognize the services of Trustee Global UAB, which are provided through the TRUSTEE PLUS application, as containing features of financial payment services subject to licensing and authorization by the National Bank and banned their provision.
This is stated in the NBU message, the Ukrainian News agency reports.
During the supervision of the activities of payment service providers, providers of limited payment services, the National Bank's attention was drawn to the TRUSTEE payment service and its TRUSTEE PLUS application, as a result of which the National Bank conducted an in-depth analysis of the TRUSTEE PLUS service of the TRUSTEE project in order to verify the presence of services that have features of financial payment services.
According to the results of an in-depth analysis, it was found that Trustee Global UAB, while advertising and promoting its services to citizens of Ukraine on the territory of Ukraine, provides services in the TRUSTEE PLUS application that inherently contain features of financial payment services in:
- transfer of funds without opening an account;
- execution of payment transactions with the user's own funds from/to the user's account.
The comments received by the National Bank from Trustee Global UAB based on the results of an in-depth study do not refute, and in some cases confirm, the provision of financial payment services by this company in the TRUSTEE PLUS application to citizens of Ukraine on the territory of Ukraine.
In this regard, the Board of the National Bank has decided to recognize services using the P2P service and the provision of services for transferring euros from/to the user's account in the TRUSTEE PLUS application as services that inherently contain the relevant features of financial payment services, and to prohibit their provision to citizens of Ukraine on the territory of Ukraine.
The decision to recognize Trustee Global UAB as carrying out unlicensed activities through the TRUSTEE PLUS application was made on the recommendations of the Committee on Supervision and Regulation of Banking Activities, the Payment Infrastructure Oversight Committee on September 15, 2025, at the meeting of which Vadym Hrusha, Director and Founder of Trustee Global UAB, participated.
Trustee Global UAB is obliged to stop providing services related to a certain type of financial payment services from the date of receipt of the notification until its activities are brought into compliance with the requirements of the legislation of Ukraine.
In case of failure to comply with these requirements, the company is liable in accordance with the legislation of Ukraine.
For its part, the National Bank warns citizens to be extremely careful when interacting with various online platforms and services that are not authorized to provide financial services in Ukraine for citizens of Ukraine. Before signing any agreement on the provision of a financial payment service or a service similar to a financial one, be sure to check on the official Internet representative office of the National Bank whether such an institution is included in the NBU registers.
If an institution that provides financial payment services or services that have financial characteristics is not included in the registers and is not properly authorized by the National Bank, it is not subject to the NBU's powers to protect the rights of consumers of financial services.
As the Ukrainian News agency earlier reported, the Cabinet of Ministers is once again proposing to the Verkhovna Rada to introduce a tax for sellers on marketplaces such as OLX, Rozetka, Prom, etc. This is stated in draft law No. 14026.
