Cash expenditures of the general fund of the state budget of Ukraine for August this year amounted to UAH 333.6 billion, which is UAH 47.4 billion, or 16.6% more than the same period last year, in total for eight months they increased by 19.5%.
This was reported by the Ministry of Finance of Ukraine on its official website.
"Expenditures of the general fund of the state budget for security and defense for January - August 2025 amounted to UAH 1.57 trillion, or 62.5% of all expenditures of the general fund. Including in August, UAH 214.6 billion were spent," the department noted.
For the fourth time, the Ministry of Finance has removed from the summary more specific data on the payment of salaries to the military, the purchase of military equipment, weapons, ammunition, defense products, as well as a number of other data, for example, transfers to the National Health Service of Ukraine (NHSU), the Pension Fund, and the Entrepreneurship Development Fund.
At the same time, Finance Minister Serhii Marchenko, in his answers to questions in the Verkhovna Rada on September 19, reported that the monthly level of cash support for the military is growing significantly this year.
"January – 78.8 (billion UAH), February – 86, March – 86, April – 91, May – 97, and August also 98 (billion UAH)," he said.
In August last year, the Ministry of Finance reported the payment of UAH 82.3 billion in cash support, so it increased by 19.1% over the year.
In the structure of expenditures by economic classification, the largest amount in eight months was directed to labor remuneration with accruals - UAH 994.4 billion, including in August - UAH 133.8 billion, or 39.7% of the total amount of expenditures spent in eight months of 2025. Compared to the same period last year, these expenditures increased by UAH 176.9 billion, or 21.6%, including in August - by UAH 24.2 billion, or 22.1%.
Expenses for payment for the use of goods and services amounted to UAH 343.7 billion in January-August of this year, including UAH 46.6 billion in August, or 13.7% of the total amount of expenditures, while in eight months last year they amounted to UAH 331.3 billion, including in August - UAH 36.7 billion.
According to the Ministry of Finance, UAH 419.9 billion, or 16.8% of total expenditures, were directed in January-August of this year to social security (payment of pensions, benefits, scholarships), which is UAH 43.2 billion or 11.5% more compared to the same period last year, including UAH 64.6 billion in August compared to UAH 48.2 billion in August last year.
Expenditures on subsidies and current transfers to enterprises (institutions, organizations) amounted to UAH 313.5 billion, or 12.5% of total expenditures, including UAH 31.8 billion in August. Compared to January-August-2024, these expenditures increased by UAH 121.3 billion, or 63.1%.
Servicing the state debt for the eight months of this year cost the general fund of the state budget UAH 233.3 billion, or 9.3% of the total, including UAH 34.8 billion in August. This is UAH 29.2 billion more than in the eight months of last year.
Finally, UAH 123.4 billion, or 4.9% of the total in January-August of this year, was used for transfers to local budgets, including UAH 10.6 billion in August. Compared to the same period last year, these expenses increased by UAH 8.1 billion, or 7.0%.
As reported, the revenues of the state budget of Ukraine for the eight months of this year amounted to UAH 2.40 trillion, including UAH 1.71 trillion from the general fund, which is 24.2% and 20.4% more than the corresponding figures for 2024, respectively.
In 2024, the growth in general fund revenues amounted to UAH 513.9 billion, or 30.9% - to UAH 2 trillion 177 billion, while general fund expenditures increased by 15%, or UAH 454.5 billion - to UAH 3 trillion 488.8 billion. As reported, the 2025 state budget was approved with revenues of UAH 2 trillion 327.1 billion, including the general fund - UAH 2 trillion 133.3 billion (excluding grants and international assistance), and expenditures of UAH 3 trillion 929.1 billion, including the general fund - UAH 3 trillion 591.6 billion.
At the same time, at the end of July, the Verkhovna Rada, at the proposal of the government, increased budget expenditures this year by UAH 400.5 billion, and revenues by UAH 147.5 billion, and currently the government is discussing the need to increase defense spending by another approximately UAH 300 billion.
