Turkish Foreign Minister Hakan Fidan said that russia no longer demands full control over four Ukrainian regions. Currently, its main task is to hold positions in Zaporizhzhia and maintain control over approximately 25-30% of the territory of the Donetsk Region. According to Fidan, recent months have demonstrated important political changes in Moscow's approach to the war against Ukraine. He recalled the third round of negotiations in Istanbul, where the parties first identified specific topics for discussion, which were later considered at other meetings, including in Alaska. It was then that the first signals appeared about the possibility of an end to the conflict.
The minister also stressed the importance of russia's agreement to secure the terms of the agreements through an international security mechanism: "The fact that Moscow agreed to guarantee these terms through a security mechanism is striking. This creates a basis for a future settlement, although at the same time it poses difficult challenges for both countries, especially Ukraine."
Fidan noted that Ukraine's loss of part of its territory in the Donetsk Region complicates the defense of the region, but international security guarantees can stabilize the situation and facilitate further dialogue.
