From September 1, 2025, the Law On Lobbying will come into force, establishing transparent rules for the interaction of business, the public and the government. The National Agency on Corruption Prevention (NACP) announced this on the Telegram channel, the Ukrainian News agency reports.
Thus, lobbyists will receive official status, the right to participate in working groups, become co-authors of draft laws and influence decision-making openly and within the legal framework.
The key tool for this will be the Transparency Register, which will be administered by the NACP; it will ensure public accounting of lobbyists and open reporting.
The NACP notes that it has decided in principle not to finance the creation of the register from the state budget, but to attract international support; due to a change in donors, the deadlines have been shifted, but today the system is practically ready for launch.
The launch of the register is expected to take place simultaneously with the entry into force of the law - on September 1. The register will begin operating from the date of publication of the relevant notification by the Cabinet of Ministers in the parliamentary newspaper Holos Ukrainy (Voice of Ukraine).
With the launch of the register, lobbying entities - both individuals and legal entities - will be able to register online using a qualified electronic signature (QES).
Some of the data will be automatically retrieved, the rest will have to be entered manually, such as:
lobbying areas;
funding sources;
ownership structure (for legal entities).
The register will also contain reports of lobbying entities, which they must submit once every six months.
All information, except for information with limited access, will be open and available to the public and the media 24 hours a day.
The NACP notes that in order for the law to work comprehensively, amendments to the Code of Administrative Offenses were adopted, which provide for fines for illegal lobbying or untimely submission of a report.
"The NACP will monitor and verify individuals engaged in lobbying activities without appropriate registration. It is expected that official lobbyists and other market participants will also contribute to the identification of dishonest players," the report says.
As the Ukrainian News agency earlier reported, in December 2024, the Verkhovna Rada postponed the entry into force of the Law On Lobbying for 8 months, establishing that it shall be introduced no later than September 1, 2025, instead of January 1, 2025.
The Law on Lobbying entered into force on March 14, 2024. It provided that it shall be introduced 2 months from the date of commencement of the Transparency Register, but no later than January 1, 2025. The NACP, in accordance with the Law on Lobbying, ensures the maintenance of the Transparency Register, is its holder and administrator.
In October 2024, the Cabinet of Ministers approved the Rules of Ethical Conduct for Lobbying Entities.
