The State Border Guard Service reports on the increase in the number of attempts to illegally leave Ukraine and named how many people have tried to leave since the beginning of the year. The spokesman for the State Border Guard Service, Andrii Demchenko, has reported this.
It is reported that since the beginning of 2025 alone, border guards have detained more than 13,000 people who tried to leave Ukraine illegally.
"Even administrative sanctions do not always become a deterrent: some citizens have been detained several times - from three to ten or more," said Demchenko.
He specified that the organizers and facilitators of such schemes may also be criminally liable for the illegal smuggling of people across the border.
As the Ukrainian News agency earlier reported, the Cabinet of Ministers also proposes to the Verkhovna Rada to impose imprisonment of up to 5 years for violation of the term of stay abroad by conscripts and persons liable for military service.
The Ministry of Internal Affairs explains the initiative to introduce criminal liability for illegal travel abroad by the fact that administrative fines do not deter violators, and the number of attempts to illegally cross the state border is increasing.
