A member of the Verkhovna Rada from the Servant of the People faction, chairman of the parliamentary committee on finance, tax and customs policy Danylo Hetmantsev reported that the company Favbet reduces GGR tax payments through manipulations.
He reported this in an interview with the Ukrainian News Agency.
Gross gaming revenue (GGR), also called gaming revenue, is the total sum of all amounts, including checks and other negotiable instruments, collected or not, received by a company in any period from conducting or playing in a casino.
"We probably won't get a multiple increase in tax payments, since the gambling business has significantly come out of the "shadow". But we see abuses against some operators. For example, the company Favbet, we see evasion of GGR tax. They reduce the payment through manipulation. It is very important that the Tax Service does not turn a blind eye to this, and we make sure that there are no corruption manifestations on the part of tax officials," the MP said.
At the same time, he noted that this is not a question for the new regulator of the gaming market PlayCity, but for the Tax Office.
"As for PlayCity, the only indicator of their activities that we will perceive as positive will be the introduction of an online gambling monitoring system since September of this year. The actual reason for the liquidation of the Commission for Regulation of Gambling and Lotteries was that we did not receive an online monitoring system for 3 years. There were constantly some incomprehensible explanations of the reasons. But we understood that this work was deliberately blocked," Hetmantsev added.
He emphasized that the political responsibility for the work of PlayCity was taken by Mykhailo Fedoriv, the First Vice Prime Minister.
As Ukrainian News Agency earlier reported, in early June 2025, the state agency PlayCity began operating in Ukraine, created to replace the Commission for the Regulation of Gambling and Lotteries.
