Deputy head of the capital's territorial recruitment and social support center suspected of fatal beating of mobilized man

The deputy head of the Podilskyi district territorial recruitment and social support center and a soldier of the Shevchenkivskyi district territorial recruitment and social support center of Kyiv were reported on suspicion of beating a mobilized man. It was reported by the State Bureau of Investigation.

It is reported that both defendants are in custody, yesterday, July 17, the court extended the application of this preventive measure. Thus, on the bus, one of the soldiers of the Shevchenkivskyi territorial recruitment and social support center beat a mobilized citizen and used a taser, and after arriving in Kyiv he was taken out of the bus to the parade ground of the assembly point, where doctors declared him dead.

"In May 2025, territorial recruitment and social support centers' employees participated in the transportation of mobilized citizens from training centers in the western regions to Kyiv. Among them was a resident of the capital who had certain health problems and began to disturb the peace on the bus and argue with territorial recruitment and social support centers' employees. A soldier from the Shevchenkivskyi territorial recruitment and social support center beat the citizen and used a taser on him. The deputy head of the Podilskyi district territorial recruitment and social support center, who was directly on the bus and was responsible for the transportation of conscripts, did not react to the actions of his subordinate, did not stop the beating, having a real opportunity to do so. Upon arrival in the capital, the victim was taken from the bus to the parade ground, where he was pronounced dead," the SBI report says.

A soldier of the Shevchenkivskyi territorial recruitment and social support center is suspected of abuse of authority, which caused grave consequences, committed in conditions of martial law (Part 5 of Article 426-1 of the Criminal Code of Ukraine). The sanction of the article provides for a penalty of imprisonment for a term of up to 12 years. The deputy head of the Podilskyi territorial recruitment and social support center is suspected of intentional failure to stop a criminal offense committed by a subordinate, which caused grave consequences, committed in conditions of martial law, i.e. (Part 4 of Article 426 of the Criminal Code of Ukraine). The sanction of the article provides for a penalty of imprisonment for a term of up to 10 years.

It is also noted that the procedural management is carried out by the Darnytskyi Specialized Prosecutor's Office in the field of defense of the Central Region.

As the Ukrainian News agency earlier reported, a representative of the territorial recruitment and social support center beat a mobilized person to death in a bus and threw his body on the parade ground at the DVRZ.
