Rada supports "soybean amendment": 10% export duty on soybeans and rapeseed introduced – media

On Wednesday, July 16, the Verkhovna Rada voted to introduce a 10% export duty on soybeans and rapeseed.

This is stated in the publication of LIGA.net, the Ukrainian News agency reports.

The report states that it was introduced as an amendment to an unrelated bill No. 13157.

Starting in 2030, the export rate will decrease by 1 percentage point each year to 5%.

Agricultural producers and cooperatives that grow their own products are exempt from paying export duty.

The money received from the duty will go to the state fund for supporting agricultural producers.

The Cabinet of Ministers was instructed to submit a bill on its creation within three months.

The introduction of the duty was provided for by two amendments at once – one of which the parliamentarians could not confirm, and the second was refused by Speaker Ruslan Stefanchuk for confirmation.

Accordingly, it entered into force during the final vote on the bill.

"Despite the regulations and all the reservations, bill No. 13157 with the soybean amendment received 245 votes," MP Yaroslav Zhelezniak commented on the voting results.

In June 2025, the deputies tried to adopt these amendments in another bill, but then they lacked the votes.

The initiators of the amendment believe that the introduction of a 10% duty on the export of raw materials will allow for an increase in its processing within the country.

As the Ukrainian News agency earlier reported, the Verkhovna Rada intends to introduce a 10% duty on the export of soybeans and rapeseed for trading companies, ostensibly to stimulate domestic processing. Representatives of the agricultural sector are convinced that this is beneficial for large processors and large producers, as it will allow reducing the purchase prices for these crops.

The global consequence of the initiative may be a reduction in rapeseed and soybean crops, loss of export markets, destruction of European integration processes, and a undermined reputation of Ukraine among investors.
