Ukrainian gay diplomat wants to take his partner, liable for military service, abroad as civilian husband

The First Secretary of the Embassy of Ukraine in the State of Israel Zorian Kis, who is openly gay, wants to take his "husband", liable for military service, Tymur Levchuk abroad as a family member.

This is evidenced by the data of the court registry, Ukrainian News Agency reports.

Tymur Levchuk works as the executive director of Fulcrum UA, and he is also a member of the Consultative Council under the authorized representative of the Verkhovna Rada Lubinets. In the electronic declaration for the past year, Zorian Kis indicated Levchuk as his husband.

His partner went to court because he was denied by the Ministry of Foreign Affairs to travel abroad with Kis on a business trip.

The court registry indicates that Kis and Levchuk began living together as one family in 2013. After four years of living together, they held a civil marriage ceremony. On May 14, 2021, they got married (online) in Provo, Utah County, Utah, United States of America. On June 10, 2024, Kis was appointed to the position of First Secretary of the Embassy of Ukraine in the State of Israel and was seconded to the Embassy of Ukraine in the State of Israel. Understanding that such a long-term assignment would entail a long-term separation, the gay civil partners requested that the diplomat be sent on a long-term assignment together with his partner.

However, on May 29, 2024, a response was received from the Ministry of Foreign Affairs of Ukraine, which informed that sending Kis on a long-term assignment together with Levchuk (another spouse) as a family member was impossible due to the fact that the legislation of Ukraine defines the concept of marriage as a family union between a woman and a man.

Therefore, the diplomat and his partner appealed to the court with a request to establish the fact of their cohabitation as one family.

On June 10, 2025, the Desnianskyi Court of Kyiv sided with the gays, supported their lawsuit and established the fact of Kis and Levchuk living together as one family (de facto marital relations).

As Ukrainian News Agency earlier reported, in Kyiv, a taxi driver refused to take a passenger-assistant to MP because of his manicure and orientation.
