The Cabinet of Ministers plans to increase the subsistence minimum by 8.6% (forecast inflation) to UAH 3,171 hryvnias in 2026. This is stated in the Budget Declaration for 2026-2028, approved by Cabinet Resolution No. 774 of June 27, the Ukrainian News agency reports UAH.
Thus, in 2026, it is planned to establish a subsistence minimum per person per month in the amount of UAH 3,171, and for the main social and demographic groups of the population:
children under 6 years old - UAH 2,783;
children from 6 to 18 years old - UAH 3,471;
able-bodied persons - UAH 3,288;
persons who have lost their ability to work - UAH 2,564.
According to the Law "On State Social Standards and State Social Guarantees", the basic state social standard is the subsistence minimum established by law, on the basis of which state social guarantees and standards in the areas of income of the population, housing and communal services, consumer services, social protection, culture, healthcare and education are determined.
The level of ensuring the subsistence minimum for the purpose of granting assistance in accordance with the Law "On State Social Assistance to Low-income Families" is: for able-bodied persons - 60%; for persons who have lost their ability to work and persons with disabilities - 100%; for children - 145% of the corresponding subsistence minimum.
As the Ukrainian News agency earlier reported, according to the law on the state budget for 2025, the subsistence minimum per person per month is set at UAH 2,920, for children under 6 years old - UAH 2,563; for children aged 6 to 18 years old - UAH 3,196; able-bodied persons - UAH 3,028; persons who have lost their ability to work - UAH 2,361.
The Cabinet of Ministers plans to increase the minimum wage by UAH 688, or 8.6%, to UAH 8,688 from January 2026. At the same time, inflation (December to December) in 2026 is forecast at 8.6%,
In April, the Cabinet of Ministers allowed the Ministry of Social Policy to conduct an experiment with replacing the subsistence minimum with basic social assistance for two years from July 2025, the size of the base amount for calculating basic social assistance is UAH 4,500.
