The Budget declaration for 2026-2028, approved by the Cabinet of Ministers, predicts GDP growth by 4.5% in 2026 at a hryvnia exchange rate of 44.8 UAH/USD (at the end of the year). This is stated in the Budget declaration for 2026-2028, approved by the Cabinet of Ministers, in accordance with Resolution No. 774 of June 27, Ukrainian News Agency reports.
According to the Budget declaration, real GDP growth in 2026 is forecasted at 4.5%, 2027 - 5%, 2028 - 5.7%.
Inflation (December to December): 2026 - 8.6%, 2027 - 5.9%, 2028 - 5.3%.
The hryvnia exchange rate for 2026 is forecasted at an average of 44.7 UAH/USD for the year and 44.8 UAH/USD at the end of the year, 2027 - 45.2 UAH/USD and 45.3 UAH/USD, respectively, 2028 - 45.6 UAH/USD and 45.8 UAH/USD.
The Budget declaration notes that the given forecast macro indicators for 2026-2028, calculated in wartime conditions, high uncertainty with constant changes in external and internal conditions of economic development, are a current assessment and, taking into account the significant variability of the socio-economic situation, may be clarified and revised both for improvement and for deterioration.
As Ukrainian News Agency earlier reported, the state budget for 2025 includes a hryvnia exchange rate of 45 UAH/USD, GDP growth of 2.7%, and inflation of 9.5% (December to December).
