From July 1, e-register of hazardous chemical and biological substances at Ministry of Health will start operating in Ukraine

From July 1, the electronic system of the State Register of Hazardous Factors, which refers to hazardous chemical and biological substances, will start operating.

This is stated on the website of the Cabinet of Ministers with reference to the Resolution of the Cabinet of Ministers No. 588 of May 21, 2025.

The purpose of creating the register, declared by the government, is to conduct state registration of chemical and biological hazardous factors of the human living environment in order to establish an appropriate level of safety and protection of human health.

State registration of chemical substances and substances of biological origin consists of entering data into the State Register of Hazardous Factors (hereinafter referred to as the State Register).

The following information about the substance is entered into the State Register: name of the substance; source of origin (production); data on the purpose of the substance, features of biological action, hazard class, nature of the substance's action in the environment; indication methods; established for the substance state medical and sanitary standards, and if necessary - also state medical and sanitary rules for use (application).

The functioning of the register is determined as temporary - until March 1, 2030.

The register will be maintained by the Ministry of Health of Ukraine (MOH).

As the Ukrainian News agency earlier reported, on July 23, 2024, the Cabinet of Ministers approved the Technical Regulation on the Safety of Chemical Products, which implemented the norms of the European REACH regulation. Its mandatory requirement is the registration of all chemical substances produced and imported in Ukraine in quantities exceeding 1 ton per year.

Market surveillance is carried out by the State Environmental Inspectorate, and the Ministry of Ecology implements the regulation.

REACH (Registration, Evaluation, Authorization and Restriction of Chemicals), which is the main EU law on the protection of human health and the environment from the risks that chemical substances may pose.

REACH places responsibility on industry to manage the risks associated with chemicals and to provide information on the safety of substances. To this end, manufacturers and importers are required to collect information on the properties of their chemicals and register this information in a central database of the European Chemicals Agency (ECA).
