Ukrainian and European mobile operators have confirmed their preliminary readiness to extend the Joint Statement until the end of the year, which allows using mobile communications in roaming at reduced rates.
This is stated in the National Commission’s for the State Regulation of Electronic Communications, Radio Frequency Spectrum and the Provision of Postal Services report at the request of the Interfax-Ukraine news agency, Ukrainian News Agency reports.
“Ukrainian operators have already confirmed their readiness to extend the Joint Statement, realizing its critical importance for millions of Ukrainians who are forced to stay abroad due to the full-scale invasion of the russian federation into the territory of Ukraine. The European side has also expressed its preliminary readiness to extend the Joint Statement from July to the end of December 2025,” the commission’s report at the request of the Interfax-Ukraine news agency says.
The Commission reminded that the current validity period of the Joint Statement expires on July 9, 2025.
In this regard, the Commission, together with the European Commission and operators, is working to extend the validity period of the statement until December 31, 2025, in fact until the full implementation of Roam like at home (RLAH) in Ukraine from January 1, 2026, the regulator's message states.
"Regarding tariffs, it is worth noting that their final cost is formed taking into account the cost of services, including costs for inter-operator settlements, access to networks, as well as the peculiarities of the market of each specific country. That is why preserving the agreements established within the Joint Statement is a key tool for protecting consumers from a sharp increase in the cost of roaming services," the Commission explained.
Within the framework of the Joint Statement, Ukrainian citizens have the opportunity to use mobile communications in roaming in the territory of EU member states at reduced rates or without additional surcharges.
This actually brings the conditions closer to the RLAH model, which is in force for the countries of the European Union.
Since 2022, Ukrainians in Europe can use the tariffs of Ukrainian mobile operators without additional roaming charges - thanks to temporary joint agreements between Ukrainian and EU operators, which were recorded in the Joint Statement.
On July 10, 2024, the validity of the Joint Statement was extended for one year (12 months).
As Ukrainian News Agency earlier reported, in mid-April, Vice Prime Minister for Innovation, Development of Education, Science and Technology - Minister of Digital Transformation Mykhailo Fedorov announced that Ukraine may join the single European RLAH roaming space from 2026.
