The Cabinet of Ministers has allowed use of private aircraft in air defense. The Ministry of Defense announced this, Ukrainian News Agency reports.
In particular, it is reported that the possibility of using private manned aircraft in the air defense system is provided for, and the legal mechanism for their involvement has been regulated for the first time: temporary registration procedures have been simplified, and terms have been reduced to 10 days (previously, such registration took from 2 to 6 months for state aircraft).
"Until now, there have been no legal grounds for involving private aircraft in performing air defense tasks, despite the fact that conscientious citizens have long offered their equipment and their participation in repelling enemy air attacks. This step will allow strengthening air defense capabilities in the conditions of the enemy's increasing use of strike UAVs," Defense Minister Rustem Umerov noted.
The Ministry of Defense also reports that the Cabinet of Ministers has approved the implementation of a pilot project to create air defense groups (ADFs), which will be formed from among the participants of voluntary formations of territorial communities. The main task of such groups will be to counter air threats, in particular, enemy strike unmanned aerial vehicles (UAVs).
Air defense groups will be formed on a territorial basis. They will be subordinate to the commanders of the Territorial Defense Forces of the Armed Forces of Ukraine, and for the implementation of air defense tasks - to the Air Force Command of the Armed Forces of Ukraine.
Volunteers who are not subject to mobilization and have undergone appropriate training will be involved in the ADF. They will be able to use strike unmanned aerial vehicles, manned aircraft, personal small arms, electronic warfare means, as well as artificial intelligence systems.
The project will be financed within the budget appropriations of the Ministry of Defense, as well as at the expense of local budgets, contributions from citizens through the UNITED24 platform and other sources not prohibited by law.
Participants in air defense groups will have social guarantees provided for military personnel, including financial support, benefits and insurance payments.
The Ministry of Defense notes that the implementation of the project will significantly strengthen territorial air defense, increase combat readiness and flexibility in responding to threats from the air.
As Ukrainian News Agency reported, earlier, a member of the Verkhovna Rada from the European Solidarity faction, Oleksii Honcharenko, reported that the Cabinet of Ministers is launching a pilot project that involves volunteers in air defense.
