Finance Ministry announces budget revision due to needs of AFU and significant deficit

The Cabinet of Ministers of Ukraine will soon address the Verkhovna Rada with a proposal to revise the state budget for 2025 in connection with the new needs of the Armed Forces of Ukraine and a significant deficit.

This was announced by Minister of Finance Serhii Marchenko in a speech to parliament on June 5, Interfax-Ukraine reports.

"Due to the fact that we cannot always predict the situation during a full-scale war and the needs of the Armed Forces, we will soon turn to you with a budget revision. There is an appeal from the Minister of Defense to amend the Law of Ukraine on the State Budget... There is an understanding that there is not enough money for the Armed Forces for various reasons," Marchenko said.

According to him, this is not a shortcoming, but a necessity caused by changes in technology, weapons supplies from key partners and the intensification of the situation on the battlefield.

"If you compare the budget figures with which the budget was submitted in September and with which the budget was approved, the figures fully correspond to last year's. But, you know, the situation cannot be predicted linearly. The situation is absolutely asymmetric and sometimes requires quite complex asymmetric solutions," Marchenko concluded.

At the same time, he did not name the parameters of the budget revision.

As Ukrainian News Agency earlier reported, according to operational data, in May of this year, revenues from taxes, fees and mandatory payments to the general fund of the state budget of Ukraine increased to UAH 204.1 billion from UAH 151.8 billion in May of last year, but this is less than UAH 274.7 billion in April of this year, such are the preliminary data (as of 04:00 pm on May 30).
