Legal Committee recommends that Rada establish 2 specialized administrative courts

The Verkhovna Rada Committee on Legal Policy recommends that the parliament adopt a presidential bill proposing to establish a Specialized District Administrative Court and a Specialized Appeal Administrative Court with their location in Kyiv.

This is stated in the conclusion to bill No. 13302, the Ukrainian News agency reports.

The committee recommended that the Rada adopt the bill immediately as a basis and in its entirety.

It is assumed that these courts are higher specialized courts, the territorial jurisdiction of which extends to the entire territory of Ukraine.

The explanatory note to the bill notes that on March 26, 2025, the law on amendments to the law "On the Judicial System and the Status of Judges" regarding the legal principles of the establishment and functioning of the Specialized District Administrative Court and the Specialized Appeal Administrative Court entered into force.

In accordance with the requirements of the Constitution, consultations were held with the High Council of Justice on the issue of the draft law on the establishment of a Specialized District Administrative Court and a Specialized Administrative Court of Appeal.

On April 29, the High Council of Justice approved an advisory opinion on this draft law, noting that it was supported, "aware of the importance of establishing the rule of law in Ukraine, observing the principle of citizens' access to justice, and Ukraine's European integration processes."

The note notes that the establishment of a Specialized District Administrative Court and a Specialized Administrative Court of Appeal will make it possible to increase the effectiveness of protecting the rights, freedoms, and interests of individuals in the sphere of public legal relations.
