Council of Europe Development Bank will provide Ukraine with EUR 50 million for mortgages for IDPs

Ukraine and the Council of Europe Development Bank have signed an agreement for EUR 50 million, which will be used to finance the purchase of housing for internally displaced persons.

This was announced by the Minister of Community and Territorial Development Oleksii Kuleba on the Telegram channel, Ukrainian News Agency reports.

"We have signed a new agreement with the Council of Europe Development Bank for the amount of EUR 50 million. This is another step in our joint work to restore and provide housing to those who lost it due to the war. These funds will be used to provide more than 1,100 preferential mortgages for internally displaced persons," he wrote.

The loan provides for a fixed rate of 3%, a term of up to 30 years, and applications can be submitted through the Diia portal.

This is the second joint program with the Council of Europe Development Bank.

In 2024, a EUR 100 million agreement was signed, thanks to which more than 7,600 Ukrainians received compensation for destroyed housing.

The bank has already approved more than EUR 500 million in loans to support social reconstruction.

As Ukrainian News Agency reported, earlier, Vice Prime Minister for the Reconstruction of Ukraine - Minister of Community and Territorial Development Oleksii Kuleba held a meeting with a mission of the International Monetary Fund (IMF), during which the parties discussed approaches to infrastructure restoration, housing lending for internally displaced people, and preparations for the URC-2025 International Conference.
