Ukraine extends anti-dumping duties on cement from russia, Belarus and Moldova until 2030

Ukraine has extended anti-dumping duties on cement from russia, Belarus and Moldova until 2030.

This is announced in a statement by the law firm Ilyashev and Partners, Ukrainian News Agency reports.

The statement states that on May 21, 2025, the Interdepartmental Commission on International Trade (ICIT) adopted decision No. AD-579/2025/441-01 on the extension of the final anti-dumping measures on the import of cement originating in the russian federation, the Republic of Belarus and the Republic of Moldova until 2030.

It is noted that this decision was the result of the review by the ICIT of anti-dumping measures applied in 2019 based on the results of an anti-dumping investigation into the import of cement into Ukraine, in particular cement clinkers and Portland cement, classified according to the Ukrainian classifier of goods of foreign economic activity (UKTZED) under the codes: 2523 10 00 00, 2523 29 00 00.

The review of anti-dumping measures was initiated in May 2024 in connection with the expiration of their 5-year term.

Thus, according to the results of the review, the effect of the current anti-dumping duties on products from Belarus at the level of 57.03%, from the russian federation - 114.95%, and Moldova - 94.46%.

The Ukrcement Association is an industry association of national cement producers in Ukraine, uniting leading enterprises in the industry, which provide over 95% of the total cement production in the country.

As Ukrainian News Agency earlier reported, there are over 15 cement production enterprises in Ukraine.
