Danylo Hetmantsev, a member of the Verkhovna Rada from the Servant of the People faction, chairman of the parliamentary committee on finance, tax and customs policy, reported that VAT refund debt to businesses exceeds UAH 30 billion.
He reported this on Telegram, the Ukrainian News agency reports.
"Unfortunately, the financial authorities failed to resolve the problem of the growth in the balance of unreimbursed VAT amounts, which I wrote about last month. The growth continued," the MP wrote.
According to him, in January-April 2025, taxpayers received UAH 55,465.7 million in budget refunds, of which:
- UAH 11,825.2 million to payers of the export support regime;
- UAH 4,259.8 million to payers of the White Business Club.
At the same time, the balance of unreimbursed amounts as of May 1 increased to UAH 30,360.7 million and increased by UAH 3,902.7 million compared to the previous month of 2025.
The amount of the increase in the balance was influenced by:
- failure of the Treasury to transfer UAH 4,448.3 million to VAT payers.
- failure to enforce court decisions, the amount under appeal increased to UAH 7,679.4 million;
- an increase in the volume of VAT refund applications submitted for documentary verification to 38.4% (of the application amount, compared to the previous year, the growth is 22.26 percentage points (April 2024 - 16.14%).
As the Ukrainian News agency earlier reported, in February 2023, the Verkhovna Rada reduced the terms for checking VAT refunds by 2 times to 30 days.
The top five companies that received the largest amounts of VAT refunds as of February 25, 2025 included: Kernel-Trade – UAH 7,702.167 million, ArcelorMittal Kryvyi Rih – UAH 6,988.430 million, ADM Ukraine – UAH 5,204.207 million, LDK Ukraine- UAH 3,506.494 million and KAMET STEEL – UAH 3 012,000 million.
The International Monetary Fund recommends that Ukraine increase VAT and luxury tax.
