The head of the delegation of the aggressor country russia at the talks in Istanbul, an assistant to the russian dictator Vladimir Medinsky, has named five demands for "achieving peace".

The russian demands that Medinsky named in Istanbul:
- Neutral Ukraine – No foreign troops or WMDs on Ukrainian soil, similar to Austria’s neutrality model.
- No Reparations – Mutual renunciation of any claims for war damages.
- Rights for Russian Speakers – Ukraine must adopt European standards for minority rights and end “nationalist propaganda.”.
- Recognition of Territories – Ukraine must not deny Russia’s constitutional claim over five Ukrainian regions (Donetsk, Luhansk, Kherson, Zaporizhzhia, and Crimea), and international recognition is sought.
- Immediate Ceasefire Condition – Ukrainian forces must withdraw from all five Russian-claimed territories.

On May 16, the Axios portal wrote, citing its own sources, that russia had proposed "unrealistic demands" at the talks in Istanbul.
On May 16, the Ministry of Foreign Affairs of Ukraine stated that the russian side had put forward several unacceptable conditions at the talks.
