ISW predicts russia's demands at Istanbul talks

In the Istanbul talks, russia is likely to insist on a return to the conditions that were discussed in early 2022. This is the conclusion reached by analysts at the Institute for the Study of War (ISW), according to a daily report.

It is noted that representatives of the russian authorities continue to repeat vladimir putin's position that the negotiations should be based on the so-called "Istanbul protocols". The document emphasizes that these conditions actually provide for the surrender of Ukraine.

“Putin, Miroshnik and other russian officials continue to demand the complete surrender of Ukraine, trying to secure russia's strategic goals by dragging out the negotiations while continuing to achieve successes on the battlefield,” the analysts noted.

ISW recalled that under the draft "Istanbul protocols" Kyiv was prohibited from "accepting foreign military personnel, instructors, and weapons systems." In addition, russia demanded that the countries that guarantee Ukraine's security "terminate international treaties and agreements incompatible with the permanent neutrality" of Ukraine, in particular regarding the provision of military support.

Separately, analysts drew attention to the statement of the russian special representative Rodion Miroshnik, who suggested that these documents could become the basis for a possible agreement to end the war.

As Ukrainian News Agency earlier reported, on May 14, Advisor to the Head of the Office of the President of Ukraine Mykhailo Podoliak stated that any negotiations without putin would be meaningless.
