Zelenskyy proposes to Rada to introduce imprisonment of up to 2 years for interference in activities of military ombudsman

President Volodymyr Zelenskyy proposes to the Verkhovna Rada to introduce a fine of UAH 8,500-17,000 for failure to comply with the requirements of the military ombudsman, and imprisonment for up to two years for interference in their activities. The corresponding bill No. 13267 was registered in the Rada on May 8, the Ukrainian News agency reports.

In particular, it provides for the imposition of a fine on officials from 500 to 1,000 non-taxable minimum incomes of citizens (UAH 8,500-17,000).

Repeated commission of such a violation within a year entails the imposition of a fine on officials from 1,000 to 2,000 non-taxable minimum incomes of citizens (UAH 8,500-17,000) with deprivation of the right to hold certain positions or engage in certain activities for a period of one year.

In addition, for interference in the activities of the military ombudsman, it is envisaged to introduce a fine of two hundred to three hundred non-taxable minimum incomes of citizens (UAH 3,400-5,100) or probationary supervision for a term of up to two years, or restriction of liberty for a term of up to two years, or imprisonment for the same term.

The explanatory note to the draft law notes that the introduction of the possibility for the military ombudsman to draw up protocols on administrative offenses will help create an effective mechanism for supervising compliance with the rights of military personnel.

Including the military ombudsman in the list of persons subject to the article on interference in their activities and granting the ombudsman a special criminal procedural status will strengthen the ombudsman’s legal status and allow the ombudsman to more effectively protect the interests of military personnel.

The note notes that the implementation of these changes will help increase the trust of military personnel in state institutions and ensure more effective control over the observance of their rights and freedoms.

As the Ukrainian News agency earlier reported, Zelenskyy proposes to the Rada to introduce the position of military ombudsman.
