Foreign Policy Committee amends ratification of US minerals agreement

The Verkhovna Rada Committee on Foreign Policy and Interparliamentary Cooperation has amended the text of the ratification of the agreement between the governments of Ukraine and the United States of America on the establishment of the US-Ukrainian Reconstruction Investment Fund (minerals agreement), concluded on April 30, 2025.

This was announced on her Telegram channel by Iryna Herashchenko, a member of the committee and co-chair of the European Solidarity faction, Ukrainian News Agency reports.

"The Verkhovna Rada Foreign Affairs Committee overturned its own yesterday’s decision," she wrote.

According to her, a preamble was added to the agreement on the establishment of an investment fund between Ukraine and the United States:

• The Verkhovna Rada notes that as of the moment of ratification of the Agreement between the Government of Ukraine and the Government of the United States of America on the establishment of the American-Ukrainian Reconstruction Investment Fund, the Verkhovna Rada had not received the text of the Agreement on Limited Partnership, other agreements, the conclusion of which is stipulated by this Agreement.
• The Verkhovna Rada of Ukraine notes that the ratification of the Agreement between the Government of Ukraine and the Government of the United States of America on the establishment of the American-Ukrainian Reconstruction Investment Fund does not mean the ratification or automatic approval by the parliament of the Agreement on Limited Partnership or any other agreements that will be concluded by the authorized parties for the purpose of implementing this Agreement.
• The Verkhovna Rada declares that any additional agreements necessary for the implementation of the Agreement between the Government of Ukraine and the Government of the United States of America on the establishment of the US-Ukrainian Reconstruction Investment Fund cannot go beyond the provisions of this Agreement and establish international legal obligations for Ukraine that are not provided for by it and not agreed upon in the established procedure.

As Ukrainian News Agency earlier reported, the Verkhovna Rada Committee on Foreign Policy and Interparliamentary Cooperation recommends that the Parliament ratify the agreement between the governments of Ukraine and the United States of America on the establishment of the US-Ukrainian Reconstruction Investment Fund (minerals agreement), concluded on April 30, 2025.
