Prime Minister Denys Shmyhal suggested that there will be several partnership agreements between Ukraine and the US, in addition to the intergovernmental agreement on economic partnership and the creation of an investment fund for the reconstruction of Ukraine (an agreement on minerals), there will also be executive agreements between companies. Shmyhal said this during a telethon on Sunday, April 27, in the evening summing up the results of his visit to the US, Ukrainian News Agency reports.
Shmyhal noted good progress in this agreement with the US and the definition of "red lines", in particular, that the agreement cannot contradict the Constitution, legislation and European obligations of Ukraine.
"The agreement must be ratified. That part of it that will be of an intergovernmental nature, because there will most likely be several agreements. There will be a main intergovernmental agreement that will be ratified in parliament. And then, in the implementation of this agreement, there may be so-called executive agreements between the American state-owned company DFC and the Ukrainian aggressor company. That is, industry agreements, so-called. They will already be such executive agreements in addition, a supplement to the main agreement," he said.
Shmyhal noted that the government's legal team is currently working on the agreement with the United States, as well as law firms that the government has engaged to defend Ukraine's position.
According to him, the agreement provides for the creation of a joint partnership fund, where Ukraine and the United States are equal partners, the United States provides initial contributions to this fund - this is money, assistance.
Shmyhal stressed that they agreed with the US that this agreement would not include assistance provided before the signing of this agreement.
The Prime Minister avoided predicting when the agreement could be signed.
As Ukrainian News Agency earlier reported, on April 17, Ukraine and the US signed a memorandum of intent to conclude an agreement on economic partnership and the creation of a reconstruction investment fund.
