There are serious differences between Washington and Kyiv on terms of agreement to end war – media

There remain serious differences between Washington and Kyiv on the terms of the framework peace agreement with russia. The main stumbling blocks were security guarantees for Ukraine and the US position on recognizing russia's control over Crimea.

CNN reported this, citing a source close to the Ukrainian government who was familiar with both versions of the agreement.

According to the source, the US and Ukraine have opposing positions on key aspects of the future framework agreement to end the war.

Ukraine requires security guarantees not only from Europe, but also from the US, while the initial American version provided that reliable security guarantees would come only from Europe.

In addition, the US proposal to recognize russia's control over Crimea is completely unacceptable to Ukraine.

Ukraine also insists on discussing the issue of russia retaining the territories captured since the invasion in 2022, after the ceasefire.

Ukraine’s counter-proposal, also signed by France, the UK and Germany, was handed over to Donald Trump’s envoy for Ukraine, Keith Kellogg. It calls for an immediate and unconditional ceasefire on both sides, which is Kyiv’s main demand before any further action can be taken.

“Yet, Ukraine also largely agreed to a number of the points in the initial US framework including: removing of sanctions on Russia which were put into place since 2014 which the Ukrainians say should happen gradually after peace plan is enacted, Ukraine not joining NATO, the freezing of the frontlines, and Ukraine regaining control of the area around the Zaporizhzhia Nuclear Power Plant,” the reporters said.

While differences remain, the steps taken by Ukraine to effectively participate in the talks are significant, Ukrainian officials said.

“For Ukraine to be willing to engage in talk about territory is huge, but if Trump does not think it is much of a concession, that is a problem,” the source said.
