Over 26,000 Ukrainians have had their bank accounts blocked due to non-payment of fines imposed for violation of mobilization rules.
The head of the central department of the Ministry of Justice, Kyrylo Minenko, has stated this on the air of We-Ukraine.
"There are categories of cases in which an appeal is mandatory only after a court decision, there is a category of cases, including administrative ones, where the appropriate fine may already be sent to the state bailiff service after it has not been paid voluntarily," Minenko said.
He added that in the category of cases where there is an administrative penalty for violation of mobilization rules, an administrative penalty in the form of a fine is imposed.
"If this fine is not paid voluntarily, only then are documents sent to the electoral commission, which blocks the debtor's account, but only for the amount that is owed," Minenko emphasized.
The official added that above this amount, the debtor can dispose of funds, and this applies to both individuals and legal entities.
"The debtor immediately enters the debtors' register. Immediately after payment, the enforcement proceedings are closed for this fine and the entry is removed from the debtors' register," he said.
Minenko called for paying fines independently and not bringing them to the PEC, because it is cheaper.
"Along with the fine, a 10% collection in the form of an enforcement fee and the costs of enforcement proceedings are paid," he added.
As the Ukrainian News agency earlier reported, according to the decision of the Supreme Court of Ukraine, violations by the Territorial Centers of Recruitment and Social Support during the mobilization procedure do not exempt a conscript from military service.
