The Ministry of Finance has developed a draft law that provides for the annual transfer of data on all online sellers to the Tax Service.
The Verkhovna Rada member from the European Solidarity faction, member of the Committee on Finance, Tax and Customs Policy Nina Yuzhanina has reported this on Facebook, the Ukrainian News agency reports.
"I want to explain where the topic of taxation of income received from sales through digital platforms and not only came from... At the same time, the Ministry of Finance has prepared a draft law that provides for the annual transfer by digital platforms (including OLX, Prom, ROZETKA, etc.) to the Tax Service of data on sellers who are registered on the platform and who have made at least one transaction during the year," she wrote.
This bill also stipulates that such digital platforms will be tax agents and must withhold personal income tax and military duty from the income received (by sellers - individuals).
"In fact, the Ministry of Finance is implementing the provisions of EU and OECD documents very selectively. Thus, the Ministry of Finance ignored the transaction thresholds provided for by Council Directive (EU) 2021/514 of March 22, 2021 (DAC7 Directive), if the seller's data is reached, it is transferred to the Tax Service. In EU countries, such thresholds apply, and data is transferred to the tax office only for those sellers whose income from the sale of goods exceeded EUR 2,000 or 30 or more sales were made per year," added Nina Yuzhanina.
In our country, according to the Ministry of Finance, information should be transferred about all transactions without exception and all funds of an individual should be taxed from UAH 1.
As the Ukrainian News agency earlier reported, citizens' card transfers are automatically tracked by the State Tax Service. The State Tax Service constantly identifies citizens and taxpayers who sell goods via the Internet and receive money transfers for it.
Meanwhile, there are no fines for selling personal items on OLX, but control over the sites is being tightened.
