The russian president vladimir putin proposed to discuss the introduction of an interim administration in Ukraine under the auspices of the UN and a number of countries in order to hold "hostage" the negotiations on ending the war, while in the meantime continuing the offensive of the russian occupiers, analysts from the Institute for the Study of War believe.
"Putin is attempting to inject a new demand aligned with the Kremlin's long-standing efforts to undermine the Ukrainian government's legitimacy into discussions about the resolution of the war," ISW reported.
As analysts note, putin's new demand for the creation of an interim government in Ukraine as a prerequisite for peace talks demonstrates how the kremlin continues to "hold negotiations hostage" and is trying to demand additional concessions from the West after the progress achieved in the current ceasefire talks.
"The Kremlin remains committed to its goal to prolong any negotiations for a temporary frontline ceasefire or permanent peace agreement in order to continue making incremental gains on the battlefield and establish favorable conditions to pursue Ukraine's complete capitulation," the ISW report said.
