The National Agency of Ukraine for Finding, Tracing and Management of Assets Derived from Corruption and Other Crimes (Asset Recovery and Management Agency, ARMA) rejected the applications of all three participants in the competition for the management of the Gulliver shopping and entertainment center (SEC).
This is stated in the ARMA message, Ukrainian News Agency reports.
The message states that on January 10, 2025, an auction was held on Prozorro to select the manager of the Gulliver shopping mall, where an independent appraiser previously selected on a competitive basis set the market value of the facility at UAH 7.6 billion.
Three companies participated in the competition: LLC BC Millennium, consortium Management Company Esplanada and LLC Alakor City.
ARMA carefully checked the documents submitted by the participants for compliance with the requirements of the tender documentation, including technical specifications, qualification requirements, etc.
According to the results of the inspection, all three participants were rejected.
ARMA is ready to announce a new competition.
The National Agency will categorically not allow entities associated with the former owners or affiliated with the russian federation to manage the shopping center and other arrested assets.
As Ukrainian News Agency earlier reported, on March 3, the Kyiv City Economic Court began the procedure for preventive restructuring of LLC "Three O" - the developer and management company of the Gulliver shopping center.
On April 24, 2024, the Prosecutor General's Office initiated the transfer of the Gulliver shopping center from businessman Viktor Polishchuk, owner of the Eldorado chain, to ARMA.
The petition was filed with the Shevchenkivskyi District Court of Kyiv as part of the Economic Security Bureau (ESB) criminal investigation into tax evasion by the shopping center's management.
On June 3, 2024, the court considered the Prosecutor General's Office petition to transfer the shopping center to ARMA management and granted it as part of the criminal proceedings.
