Kremlin demonstrates deepening relations with White House adversaries – ISW

Analysts from the Institute for the Study of War indicate that, despite the efforts of russian ruler vladimir putin to demonstrate russia's readiness for negotiations with the United States, the russian federation continues to demonstrate deepening relations with American adversaries.

This is stated in the russian Offensive Campaign Assessment by the Institute for the Study of War (ISW) as of February 28, 2025, the Ukrainian News agency reports.

"Russia continues to showcase its deepening relations with American adversaries despite Russian President Vladimir Putin's effort to posture Russia's receptiveness to negotiations with the United States," the report states.

Russian Security Council Secretary Sergei Shoigu held a separate meeting with President of the People's Republic of China Xi Jinping and Foreign Minister Wang Yi in Beijing on February 28 to discuss bilateral security issues, as well as international and regional issues.

The review notes that Shoigu and Xi also stressed the need to continue coordinating efforts in key international forums, including BRICS and the Shanghai Cooperation Organization, as well as diplomatic efforts to "solve the Ukrainian crisis" (russia's war against Ukraine - ed.).

Shoigu said that relations between russia and China have reached "unprecedented" heights, and russian state media covered statements by Xi and Chinese Foreign Ministry spokesman Lin Jian, who praised the close bilateral relations.

The report recalls that on February 27, representatives of the Kursk Oblast Chamber of Commerce and Industry signed a cooperation agreement with the Pyongyang Chamber of Commerce and Industry to develop bilateral economic ties and expand production capabilities between enterprises in the Kursk Oblast and North Korea.

The agreement also provides for trade and economic ties; cooperation in industry, agriculture and processing; joint logistics projects.

"Russia continues to align itself with adversaries of the United States, underscoring the importance of strengthening and supporting US allies and partners, including Ukraine," the report's authors said.
