The agreement between Ukraine and the U.S. on rare earth minerals can have different forms, which is why the need to ratify it may vary.
Member of Parliament from the Servant of the People faction, chairman of the parliamentary committee on foreign policy and interparliamentary cooperation Oleksandr Merezhko announced this to journalists, the Ukrainian News agency reports.
"Everything depends on the will of the parties. That is, the parties to the agreement or arrangement determine both the content of this agreement and determine the form. That is, several options are possible here," this is how he answered the question about the need to ratify the agreement.
Merezhko explained that the agreement can be formalized as an international treaty, a political agreement or an intergovernmental agreement.
If we are talking about an international treaty that regulates the right to ownership of minerals, then ratification by parliament and, possibly, even holding a referendum is necessary, the parliamentarian noted.
According to him, it is also possible to conclude a political agreement that will not be regulated by international law and, accordingly, will not be subject to ratification by parliament.
Merezhko suggests that the agreement between Ukraine and the U.S. on rare earth minerals may be signed by the head of the Ministry of Foreign Affairs Andrii Sybiha and the U.S. Secretary of State Marco Rubio.
He emphasized that the final form and content of the agreement will depend on the decision of the parties, and at this stage there are no specifics regarding the regulation of the agreement yet.
As the Ukrainian News agency earlier reported, the head of the Presidential Office Andrii Yermak reported that the normal working process is underway on the agreement with the U.S. on Ukrainian minerals, which may last months.
