The article notes that a person close to the government in Kyiv said that U.S. Special Envoy for Ukraine and russia Keith Kellogg played a "major role" in finalizing the terms of the deal, "building trust with Zelenskyy and other Ukrainian officials during a three-day visit to the country's capital."
