President Volodymyr Zelenskyy has put into effect the decision of the National Security and Defense Council (NSDC) of February 12 on reducing drug prices.
This is stated in Decree No. 82 of February 12, the Ukrainian News agency reports.
In particular, the Cabinet of Ministers has been instructed to provide for the establishment, from March 1, 2025, of maximum supply and sales surcharges of no more than 10%, charged by drug distributors to wholesale and retail prices for all drugs registered in Ukraine, and regressive maximum trade (retail) surcharges to purchase prices for all prescription drugs registered in Ukraine, as well as maximum trade (retail) surcharges of no more than 35% to purchase prices for all non-prescription drugs registered in Ukraine that are not purchased with funds from the state and/or local budgets.
The government should also resume state supervision (control) over compliance by business entities engaged in wholesale and retail trade in medicines and medical devices with the requirements for the formation, establishment and application of state regulated prices from March 1, 2025.
It is noted that the National Security and Defense Council has taken note of information regarding the intentions of participants in the pharmaceutical market of Ukraine to reduce prices for the most popular basic medicines by 30% from March 1, 2025 in order to ensure their accessibility to the population of Ukraine.
The Prosecutor General's Office, together with law enforcement agencies, is recommended to take additional measures to identify and counteract financial abuses or non-transparent pricing, which leads to artificial overpricing at all stages of the circulation of medicines.
As the Ukrainian News agency earlier reported, Zelenskyy previously called drug prices in Ukraine inadequate and said that a way had been found to reduce prices for the top 100 medical products by 30% from March 1.
The relevant association agreed to reduce drug prices.
