Council of Europe Development Bank approves additional EUR 150 million for 2 housing projects in Ukraine

The Council of Europe Development Bank has approved an additional EUR 150 million for two housing projects in Ukraine.

This was announced in a statement by the Ministry of Finance, Ukrainian News Agency reports.

Deputy Minister of Finance of Ukraine Olha Zykova took part in a meeting of the Administrative Board of the Council of Europe Development Bank (CEDB) as an official representative of Ukraine.

The event was held in Paris, France.

During the meeting of the Bank's Administrative Board, a new project for Ukraine worth EUR 50 million was presented, which will help internally displaced persons (IDPs) to obtain their own housing.

Following the discussion, the project was supported and approved by the CEDB Administrative Board.

A decision was also made to provide additional funding of EUR 100 million to the project "HOME: Compensation for Destroyed Housing".

These funds will be used to support a direct assistance mechanism, through which final beneficiaries, including combatants, disabled people and large families, will receive compensation for housing destroyed as a result of hostilities and terrorist attacks by the russian federation in the form of housing purchase certificates.

The project is being implemented throughout Ukraine.

Financing a new project of preferential lending for IDPs in the amount of EUR 50 million will allow 1,460 Ukrainian families to be provided with their own housing by 2025 on the most affordable terms.

Internally displaced families can obtain a loan from the State Youth Housing Service at a fixed rate of 3% per annum for a period of up to 30 years with a minimum down payment of 6% of the cost of housing, which the borrower chooses.

Additional funding under the HOME project in the amount of EUR 100 million will be directed to providing compensation for over 2,000 housing certificates, which will allow about 5,700 Ukrainians to receive compensation for destroyed housing.

Citizens can submit a request through the eRecovery service and receive the corresponding certificates for compensation for damaged property.

After an automated check, the application for a certificate will be processed and approved by a special State Compensation Commission.

For its part, the Ministry of Community Development, Territories and Infrastructure of Ukraine provides comprehensive and full monitoring of the use of the Bank's loan funds under this project, in particular using the State Register of Property Damaged and Destroyed as a Result of Hostilities, which allows tracking detailed data on submitted applications and the number of applications by region.

First of all, their number, the percentage of completion and the dynamics of submission, the total amount of certificates generated, the number of applications for which a positive decision was made, as well as the type of property for which the application was submitted, the availability of benefits for applicants.

As Ukrainian News Agency earlier reported, in 2024, Ukraine has already received EUR 100 million from the CEDB through the HOME project.

This project allows owners of housing certificates received under the state program of compensation for damaged and destroyed housing, eRecovery, to purchase new homes instead of those destroyed due to russian aggression.

More than 5,000 citizens have already received new housing. About 1,643 residential real estate objects have already been purchased with funds from the Council of Europe Development Bank in 2024.

In June 2023, Ukraine became the 43rd member country of the Council of Europe Development Bank, and on November 7 of the same year, the President of Ukraine appointed Olha Zykova as the country's official representative on the Bank's Administrative Board.
